Abstract

For appropriate and effective cooperation between territorial self-government units and non-government organizations it is necessary to achieve two basic conditions. It is about proper legal basis and responsiveness. Significance of these conditions is presented by the example of two institutions regulated in the Act of April 24th, 2003 on public benefit activity and volunteering- application for realization of public tasks and
local initiative. This article shows the legal nature of these institutions and the legal issues connected with actual normative frameworks. Particular attention is paid to the application for realization of public tasks. Despite many legal ambiguities, this application did not receive wider doctrine studies so far. Furthermore, the article presents results of own research on the practical usage of the following applications in the chosen territorial self-government units in Silesian voivoidship.
